I believe you are talking about Miller Fisher variant GBS. There are several people on this forum who have had that and can help answer your questions. There is even a Miller Fisher category under the forums where you should be able to find out more information. I am sorry to hear that your brother has this illness and my prayers are with him and your family.

Hope- just emailed you on another forum – I was dx’d with Miller Fisher 3/06 – started at my mouth, face, eyes, balance (totally lost by day 3), could write you a book on it – please feel free to personally email me and I will give you my phone # to discuss – apparently much more rare than GBS.
I just found this forum about a month ago – even though it states May 2006 just did not know how to use it or it went down.
